The Convocation ceremony, will take place on Friday, August 21 at 10:30 a.m. in the Harold T. Clark Jr. Athletic Center.

Jennifer Waters ’09, G’17, vice president for business development at New York State’s Governor’s Office of Semiconductor Expansion, Management, and Integration (GO-SEMI), will deliver the Convocation address to Utica University’s incoming class of 2026.

The Convocation ceremony, which officially opens the new academic year, will take place on Friday, August 21 at 10:30 a.m. in the Harold T. Clark Jr. Athletic Center.

As vice president of business development for GO-SEMI, a division of Empire State Development, Waters leads business development efforts focused on attracting semiconductor manufacturers, advanced electronics companies, supply chain partners, and research and development investments to strengthen New York’s globally competitive semiconductor ecosystem. Her work supports many of the state’s most significant semiconductor investments, including Micron’s transformational memory manufacturing campus in Central New York and GlobalFoundries’ continued expansion in the Capital Region. Previously, she served as vice president of business development and communications at Mohawk Valley EDGE, where she played a central role in transformative economic development projects, including Wolfspeed’s investment at the Marcy Nanocenter and the redevelopment of Griffiss Business and Technology Park.

Waters has more than two decades of experience in economic development, business attraction, strategic communications, and public-private partnerships, with a specialized focus on the semiconductor and advanced manufacturing industries. She has also served as an adjunct professor at Utica University, where she earned her MBA in entrepreneurship and bachelor’s degree in public relations and journalism.
