Biography
Musco Millner, III is an Assistant Professor of Criminal Justice in the School of Business and Justice Studies.
Prior to joining Utica University, Millner served twenty-six years with the New York State Police, retiring at the rank of Captain, In-charge of Leadership and Professional Development at the New York State Police Academy in Albany, New York. Prior to his journey with the New York State Police, Millner served as a Monroe County Sheriff’s Deputy (Jailor) in Rochester, New York. His career with the New York State Police was diverse to say the least. He served as a road trooper in Oneida, Sullivan, Massena and Lee Center.
He spent thirteen years of his twenty-six-year journey in the Forensic world, serving at ranks of Trooper, Investigator and Senior Investigator, including an 18-month assignment at the New York State Police Forensic Investigation Center (Crime Laboratory System) overseeing the Case Management Review process. In 2013, Millner received appointment to the rank of Technical Lieutenant (the equivalent of the 2nd Lieutenant in the US Armed Forces), overseeing the agency’s Recruitment and Member Hiring units for approximately four years. Following this assignment, Millner received a promotion to Uniform Lieutenant (the equivalent of the 1st Lieutenant in the US Armed Forces), serving in the Professional Standards Bureau (Internal Affairs) and the Assistant Zone Commander in Marcy, which birthed a final appointment to the rank of Captain.
Millner is a graduate of Mohawk Valley Community College and the State University of New York at Albany in Mathematics. Millner earned his Master’s Degree in Mathematics Education from the State University of New York at Empire State College and is currently enrolled in a doctoral program at the State University of New York at Albany in Curriculum and Instruction with a specialization in Mathematics Education.
It should be noted that Millner served as an adjunct professor for State University of New York at Mohawk Valley Community College for both the criminal justice and mathematics departments.
